The beginning of the third millennium was accompanied by the fourth industrial revolution, the distinguishing feature of which is the digitization of social and economic relations. The latter is characterized by a double effect. On the one hand, the states are trying to show strategic leadership to speed up the process of digital transformation as much as possible in order to make the most of the benefits brought by digitalization, on the other hand, as the depth of digital transformation increases, the challenges arising from the digital space, including cyber security risks, increase. The paper evaluated the possibilities of using the digitalization toolkit, and based on it, proposed changes in the existing institutional relations, such as new institutions replacing the existing institutions and new institutions operating in parallel with the old institutions.
