In the textbook, a comprehensive and complete analysis  is provided of the essence and content of proportionality as a fundamental principle of administration. The conditions for the application of the principle are examined, along with its connection and interrelation with other principles of administration in the context of the protection of human rights. The content of the requirements of the principle of proportionality such as legitimate aim, suitability, necessity and proportionality stricto sensu is revealed, and the main methods and criteria for their application are developed. Attention is also given to the peculiarities of applying the principle of proportionality in administration under special governance regimes and in cases involving the use of force. Furthermore, the challenges of assessing the principle of proportionality in administration within the framework of judicial review and administrative appeal are identified and analyzed.
